  • Other terms and conditions of employment, including but not limited to: vacation, sick leave, overtime, promotions, stand by pay, call back pay, funeral leave, holidays, night differentials, temporary hazard pay, temporary assignment, rest periods, reduction-in-force, discipline, grievance procedure, personnel policy changes, meals, travel, working condition differential, military leave, parking

Under Chapter 89, HRS (Section 89-9(d), HRS), the following are excluded from negotiations:

  • Classification – process of placing positions into appropriate classes
  • Reclassification – process of redescribing a position and placing into another class
  • Health care benefits
  • Retirement benefits
  • Initial pricing – assignment of a civil service class to an appropriate pay grade
  • Recruitment
  • Examination
