Duties & Responsibilities:
Under the general direction of the Deputy Executive Director for Field Services for functions related to field activities and the Deputy Executive Director for Administration for functions related to non-field programs, the Division Chief is accountable for the day-to-day operations of the neighbor island division including overall responsibility for all island division programs, fiscal operations, and building management. This position also plans, develops and recommends new programs for the division and implements such programs upon approval. As the overall manager of the island division, this position must be available to work flexible hours, respond appropriately to member complaints, ensure that contract and program deadlines are met, and handle all unforeseen operational matters requiring effective decision-making and communication skills in a timely manner.
Minimum Qualifications:
Graduation from an accredited college or university. Experience and Training: Five (5) years of progressively responsible experience in the field of labor relations; Two (2) years of supervisory or administrative experience. Substitution of education for experience or experience for education will be considered. Valid Hawaii driver’s license and personal vehicle required.
Knowledge of goals and objectives, operations, programs, and philosophy of unionism; laws, rules and regulations, and collective bargaining contracts covering public employees; principles and practices of supervision; budget preparation; and landlord-tenant laws, as appropriate.
Ability to administer HGEA programs for the specific island division; understand and utilize the structure of government operations; communicate and work effectively with others; supervise staff; apply laws, rules and regulations, and contracts appropriately; speak before groups; effectively resolve sensitive issues stemming from member complaints; travel off island as required for union business; and work flexible hours.
