2012 TOURNAMENT RULES (download as pdf)

I. REGISTRATION:

Entry fee is $375.00. There is a maximum of 100 boat entries allowed in this tournament. Each entry fee covers 5 team members per boat; each additional member is $50. Each boat shall be sponsored by a HGEA member. But the HGEA member is not required to be on the team or boat. If there are any additional entries, a waiting list will be maintained. Fees must be paid in full with submittal of the entry form. Make checks payable to Kendall Scholarship. Notifications by mail of your acceptance into the tournament with your team number and waiver form will be mailed to all EARLY entrants on April 16, 2012. HGEA has the right to refuse anyone. A signed waiver form with your commitment will be the final step. All payments after April 20, 2012 need to be paid in cash.

II. CAPTAIN'S BRIEFING:

All registered boat teams are required to have a representative in attendance at the Captain's Briefing on May 4, 2012 at the Waianae Boat Harbor at 6:30PM and officially ending at 8:00PM. The tournament waiver form with signatures of all boat team members and phone numbers shall be turned in by the end of the captain's briefing on May 4, 2012.
** NO alcohol consumption is allowed at the briefing. **

III. STARTING/STOPPING/CHECKING IN:

There will be a shotgun start at 6:00AM. Stop fishing will be at 4:00PM. All boats will line up on the official starting line outside Waianae Boat Harbor, which will be an imaginary line drawn from Black Rock (Mt. Lahilahi) to Pokai Bay Point, marked by official starter boat. No boat is allowed to proceed past this line until the tournament has been officially started over the radio and an official has shot a flare from the rooftop of the Waianae Harbor Office. Any boat passing the official start line will be automatically disqualified.

All boats will be listed as officially online by either one of the following procedures.
1) Inside of harbor - As you launch your boat at the ramp or the dock you will be given an official online paper once your boat has been inspected. This paper is your proof you are officially online and your team requires no further actions

2) Outside of harbor - For all boats that do not launch from the harbor you may cruise to the loading dock to be inspected. Once your boat has been inspected you will be given an official online paper. This paper is your proof you are officially online and your team requires no further actions

3) If you arrive after start fishing you must come into the harbor to be inspected. You will then be given your official online paper.

IV. COMMUNICATIONS:

Kendall Base is CB channel-15, alternate channel is 5. Kendall Base telephone number is 696-3399, Kendall Base VHF channel is 68.

V. FISHING RULES: This is a jungle rules tournament. IGFA rules do not apply.

1) All fish must be caught on rod, reel, line and hook. Fish may be caught using any type of lure, live, or dead bait
2) No "live bait" is allowed to be on your vessel at the start. All live bait must be caught and used after start fishing time. This rule does not apply to "dead bait” or fish marked (removal of tail) by the tournament committee.
3) "Stick" not allowed except as an outrigger for rod, reel, line, and hook. No types of electric reeling devices of any kind are allowed. The Tournament Committee may make an exception for the handicapped.
4) No participant may accept assistance from any aerial observation device during tournament fishing hours.
5) Every team that boats a fish must immediately notify Base by CB, VHF, or telephone and wait for a return communication. The boat team must then follow up with information of the type of fish and estimated weight, which will then be recorded on your team's catch card. If you are out of CB range of Base, you must use other communication devices or other boats to relay your message. ALL FISH BOATED MUST BE CALLED IN AND RECORDED AT THE TOURNAMENT OFFICE OR THE FISH WILL BE DISQUALIFIED.
6) Stop fishing is at 4:00 pm. From 3:45 pm on, all fish hooked up must be verified and acknowledged by Kendall Base. The fish may be fought until boated or lost, but your catch card must be picked up by 6:00 pm. All boats hooked up during this time must be verified with tournament base or your fish will be disqualified.
7) Switching of team members or boats shall not be allowed except in case of special or unusual circumstances approved by the Tournament Committee prior to start of tournament.
8) No boat shall join together with any other boat for any reason except in case of an emergency, which must be reported and approved by Kendall Base.

VI. ADDITIONAL RULES:

a) Tournament cancellation: The 12:00 midnight marine forecast (NOAA 973-4382) for coastal waters shall control whether the tournament shall begin as scheduled or cancelled for that day. If gale warnings for coastal waters that include the Waianae Leeward Coast are posted, then the tournament will automatically be cancelled. If the tournament is cancelled for that Saturday then the tournament will be rescheduled for Saturday May 19, 2012. If the tournament is again forced to be cancelled, then the tournament will be officially cancelled in its entirety and entry fees will be refunded.
b) Inspections: At the start of tournament day no boat is allowed to have any type of fish aboard except dead bait fish which is considered any fish less than 2 lb. Random checks of boats will be performed by tournament officials at any time before or after the stop/start fishing times. Inspections may take place on or off the water. If you are entered in the tournament you must submit to the boat inspection or your boat team will be disqualified.
c) Time: The official time for all tournament functions will be the time kept by Kendall Base. If verification of the time is required, verify it with base.

VII. WEIGH IN:

Weigh station hours are from 10:00AM. Upon returning to the harbor a member of your boat team must immediately report to the tournament office and pick up your official team catch card prior to 6:00 pm. Your catch card will be stamped with a time that is your official time in the weigh in line. The weigh in station will be set up in front of the harbor office building and all boats are to abide by the following weigh in procedure:
1. After receiving your catch card you must immediately take your place in the weigh in line.
2. Upon reaching the scales you must present your catch card to the weigh master.
3. The weigh master will have total control over how your fish is weighed and how many times it can be hoisted and reweighed.
4. The fish’s weight becomes official when both the weigh master and boat captain or team member have signed the weigh slips. This will be the final weight and cannot be changed.
5. After weigh in, the fish tail will be clipped. Any fish without a tail will not be weighed.

You will not be allowed to weigh in without presenting your catch card and no fish will be weighed in that is not listed on the catch card. Any boat leaving the harbor area before weighing in their fish will be disqualified.

VIII. SECURING:

At the conclusion of the tournament, all boats shall secure by calling Kendall Base and giving their team number and stating they are secured. All teams are required to secure when they have returned to the harbor area or no later than 6pm. Weighing your fish does not constitute securing. You must secure with base. Please remember that reporting secure is a very important safety procedure. Failure to acknowledge secure may result in disqualification. Please do not call in to secure 30 minutes before stop fishing.

IX. CONSUMPTION OF ALCOHOL:

The consumption of alcohol on SOH property surrounding the boat harbor and the adjoining City & County Regional Park is prohibited.

X. WINNERS:

There will be an unofficial winner’s announcement at 8:00 PM, May 05, 2012 at the boat harbor. The winning prizes will be mailed out on May 08, 2012, as long as there are no protests.

XI. CASH PRIZE RULES:

All cash prizes are based on 100 boat entries into the tournament minus at least 40% ($150 donated directly to the C.R. Kendall Scholarship fund). The Tournament Committee may raise or lower these amounts based on the actual number of boat team entries prior to the official start of the tournament. Only one cash prize can be claimed per boat team from the main category. (e.g. if you have the largest marlin and 2nd largest mahi mahi, you will only be awarded the prize for largest marlin as the payout is higher.) Grand prize and the bonus category are separate. In case of a tie, the boat team with the earlier time stamped on their catch card will be declared the winner. In case there is no winner in a category, the cash prize will be distributed among the other winners in that category. Only the following fish qualify:

XII. PRIZES:

Total cash prizes $22,500

XIII. MISCELLANEOUS:

All official protests must be received by the Tournament Committee in writing no later than 7:00 PM May 05, 2012. The Tournament Committee's rulings on protests or rule interpretations will be final. All unclaimed lucky drawing prizes become property of the HGEA C.R. Kendall Scholarship as of Sunday, May 06, 2012. All rules are subject to change by the Tournament Committee as special circumstances arise. Entrants will be notified at the briefing on May 04, 2012 of any rule changes. This tournament is held as a benefit for the Charles R. Kendall Scholarship, and most organizers and helpers are non-paid volunteers PLEASE be patient with them and provide assistance as needed.
